St. Peters, MO Noise from Specific Sources: Delivery Truck Noise (2026)

Item 9 sits within the list of noises "declared to be loud, disturbing and unnecessary" under Section 210.390(C), last substantively amended by Ordinance No. 7236 on December 19, 2019, and covers both the mechanical noise of loading or unloading a vehicle, such as a delivery truck at a dock, and the separate act of loudly opening or destroying bales, boxes, crates and containers. Unlike item 8 in the same subsection, which limits residential-zone construction and demolition noise above 65 dBA to specific weekday, Saturday and Sunday windows, item 9 sets a blanket standard with no stated hours, so a delivery-related noise complaint can be pursued at any time of day the noise is loud and excessive.

Because Section 210.390(B) separately requires that any noise be judged against whether it is "detrimental to the life or health of any individual" or unreasonably disturbs a person's "quiet, comfort or repose," enforcement of item 9 still turns on the Code Enforcement Officer's judgment of intensity, duration and the nature of the surrounding area under the factors listed in Subsection D. As with other noise items, the City Administrator or designated Code Enforcement Officer must issue written notice and, if contested, hold a hearing at least seven days out under Subsection I before any complaint is referred to the Police Department for prosecution in Municipal Court, where a conviction is capped at a $500 fine with each continuing day a separate offense.
