Section 3-6-2(c)(9) targets mechanical equipment specifically: it is unlawful to operate any noise-creating blower or power fan, or any internal-combustion engine whose noise comes from the explosion of operating gases or fluids, unless the noise from the blower or fan is muffled and the engine carries a muffler device sufficient to deaden the sound. That language covers HVAC condenser fans, rooftop blowers and similar mechanical equipment whose racket is not otherwise addressed by the chapter's distance-and-hours rules for stereos, parties and commercial advertising, which are pegged to 100 or 300 feet depending on the time of day.

The blower provision carries no such time window, so an unmuffled fan or blower is a violation any hour of the day or night. It sits under the chapter's broader purpose clause, Section 3-6-1, which independently bans any loud, unnecessary or unusual noise that annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others in the county, a catch-all a noisy HVAC unit can also be measured against. None of the chapter's listed exemptions in Section 3-6-2(e), covering emergency utility work, snow removal or approved public events, reach ordinary residential or commercial HVAC equipment, so a homeowner or business cannot rely on those carve-outs for a noisy air-conditioning unit.
