Cicero's Sec. 38-30 targets air conditioning condenser noise specifically in the town's R-1 and R-2 single-family and two-family residential zones, as mapped in the zoning ordinance in Appendix A. The section incorporates by reference the Illinois Pollution Control Board's noise regulations adopted July 26, 1973 (effective August 9, 1973, published in Pollution Control Board Newsletter No. 70) as the technical standard for both window units (rated 1½ tons or less) and central condenser units. , no person may cause or allow sound from a window or central air conditioning unit that exceeds those state minimums.

Inspectors take sound pressure readings at any property lot line, following American National Standards Institute and Society of Automotive Engineers testing practices. Beyond noise levels, the section separately bars discharging exhaust air from any window, casement or central condenser unit into a window or opening of a neighboring building, and requires every unit to sit on rubber shock mounts to cut vibration. 00-per-offense maximum fine, once the commissioner of public health or building commissioner has mailed or personally served written notice and the owner has not corrected the unit or stopped using it.
