Town Code Sec. 94-255 sets the basic rule for how a vehicle must sit once stopped or parked on a Cicero street: on a two-way roadway, the right-hand wheels must be parallel to and within 12 inches of the right-hand curb, or as close as practicable to the right edge of the shoulder. Because the rule ties wheel position to the curb on the vehicle's right, it bars the common practice of pulling in facing oncoming traffic, commonly called wrong-way parking, since a vehicle parked against the flow of travel would have its left-hand wheels, not its right-hand wheels, against the curb.

On one-way streets, the same section allows parking along either curb, provided the vehicle still faces the authorized direction of travel. The superintendent of police designates which streets permit angle parking, and angle parking is otherwise prohibited absent that designation. A related but separate rule, Sec. ' That means blocking a driveway is unlawful even for a vehicle that is technically parked correctly against the curb. Authorized town officials and employees enforce both rules by ticketing, and a vehicle parked in violation of the driveway rule can be towed immediately without notice at the request of the property owner or tenant, with towing costs charged to the vehicle's owner.
