" Subsection (c) allows a leashed exception: a dog led "by a chain or in leash in such manner as to prevent such dog from biting any person or animal" is not considered running at large, except that a female dog in heat may never run loose even while muzzled. 00 fine under subsection (f), and Section 18-42 lets the animal control warden and police impound any dog caught running at large. Section 18-52 goes further and regulates dogs on their own owner's property: "Each owner shall keep his dog under restraint," and it is unlawful to "allow his dog to cross his property line, including reaching over or under a fence, or to keep or allow his dog to be on an unfenced portion of the owner's property," unless the dog is leashed and supervised.

That section also sets tether-specific rules: a tethered dog must have constant access to water, shelter and dry ground; the tether must be at least ten feet long and attached by a properly fitting collar or harness, with no pinch, prong or choke collars; multiple dogs must be tethered separately with their own food and water; tethering is banned during heat advisories, wind chill warnings or tornado warnings; and no dog may be tethered within 200 yards of a school. Rescue dogs and dogs used in law enforcement work are exempt from the restraint rule.
