Arlington Heights requires all dogs to be leashed or under the owner's control when off private property. The Village's animal control ordinance prohibits dogs from running at large. Dogs must be restrained by a leash, chain, or other tether when on public streets, sidewalks, parks, or other public areas. Cook County Animal and Rabies Control supplements local enforcement.
Arlington Heights municipal code requires that dogs be kept under restraint at all times when off the owner's premises. A dog is considered at large if it is off the property of its owner and not under the control of a competent person by leash, chain, or other tether. The Village does not specify a maximum leash length in the ordinance, but standard practice is six feet or shorter. Dogs in Village parks must remain leashed at all times; Arlington Heights does not operate a designated off-leash dog park within Village limits. Dog owners are responsible for cleaning up after their animals on public property and other people's private property. Cook County requires all dogs over four months of age to be vaccinated against rabies and to wear a current rabies tag. The Village may impound dogs found running at large. Owners must pay impound fees and provide proof of current rabies vaccination to reclaim their animals. Repeat offenses may result in escalating fines. Aggressive or dangerous dogs may be subject to additional restrictions including muzzle requirements when off the owner's property.
Allowing a dog to run at large may result in fines starting at $50 for a first offense, increasing for subsequent violations. Impound fees apply if the dog is picked up by animal control.
