Sec. 18-1 of the Town Code's Animals chapter treats backyard livestock and poultry as a nuisance by definition, not merely a permit-required use. ' The only carve-out is for Vietnamese pot-bellied pigs, and even that exception is narrow and time-limited under Sec. 18-10: only pigs already present in Cicero on August 24, 1999 could remain, and their owners had 60 days from that date, until October 23, 1999, to register the pig with the Town and provide documentation that it was a true Vietnamese pot-bellied pig along with a veterinarian's letter confirming it had been spayed or neutered and vaccinated.

Registered pot-bellied pigs cannot be bred and count toward the same maximum number of dogs and cats a household or business may keep under Sec. 18-40. Any pot-bellied pig acquired after August 24, 1999, or never registered, is not permitted at all and must be removed from the Town. Subsection (c) separately requires every pigeon owner to coop and cage their birds in a sanitary pigeon house on their own property rather than letting them fly loose.
