Section 92.30(F) sits inside the chapter's prohibited-acts list and reads as an outright, villagewide ban rather than a permit-and-standards scheme: it is unlawful to harbor or keep any live horse, cattle, swine, sheep or goat or to raise any chickens, rabbits, fowl anywhere in the village. The only carve-outs are parcels in an agricultural zoning district, a special use approved through the zoning process, or an animal covered by a village license, such as the licensed kennels, pet shops, shelters, pounds, or animal hospitals authorized under § 92.65. Because Schaumburg's zoning map is overwhelmingly residential and commercial, an agricultural exception is not realistically available to a typical single-family lot, so a backyard chicken coop or rabbit hutch is prohibited regardless of the animal's number or the size of the enclosure.

Any animal kept in violation of § 92.30(F) is declared a public nuisance under § 92.50, and the police department, animal warden, or community development department can seize and impound it. Because Schaumburg is a home-rule municipality under Article VII of the Illinois Constitution, the village board can maintain this flat prohibition even where state agricultural law would otherwise permit small-scale poultry keeping on private property outside municipal limits.
