Schaumburg, IL Animal Ordinances: Wildlife Feeding (2026)

Section 92.30(O) targets the specific act of habituating wild animals to humans: it is unlawful to place table scraps, seed, or other food outdoors in any zoning district outside an appropriate waste container in a manner that harbors or attracts wild animals, listing raccoons, coyotes, skunks, deer, possums, foxes, squirrels, and geese by name, and the ban applies once the food attracts and habituates the animals. The subsection then draws a sharp line between methods: ground feeding and container ground feeding is prohibited outright, with no exception, while an above-ground bird feeder remains legal only if all the feed stays inside a container or feeder built specifically for birds and the feeder sits at least four feet off the ground.

The companion subsection, § 92.30(P), caps even the allowed above-ground feeders at four per zoning lot, none with a base larger than one hundred square inches, and requires each feeder to sit at least five feet inside the property line and be designed to minimize spillage. Read together, the two subsections let a resident feed songbirds from a compliant hanging feeder but stop any practice, deliberate or careless, of leaving food on the ground that draws coyotes, deer, or geese into a yard or common area. A violation is declared a public nuisance under § 92.50 and enforced by the police department or community development department.
