Cicero, IL Parking Rules: EV Charging (2026)

Section 26-151, adopted by Ordinance No. 38-24 in June 2024, governs electric vehicle charging stations placed within the public right-of-way or on other public or governmental property in the Town of Cicero. Before installing a station or designating an EV parking space in these locations, the applicant must submit a permit application to the Building Department for review and approval. The application package must include four specific components: a site design plan showing where the station and any dedicated parking space will sit, an electrical plan covering the wiring and power supply, a signage plan for identifying and directing drivers to the space, and a plan describing the electric vehicle charging station equipment and its specifications.

The Building Department reviews and approves the application before installation can proceed. The ordinance draws a clear line around jurisdiction: it governs only stations on public right-of-way or public/governmental property, not stations a private business or homeowner installs on private property, which fall instead under Cicero's general building and zoning permit process rather than this specific section. As an incentive for public charging infrastructure, the town waives its usual licensing charge: Section 26-151 states there shall be no license fee for electric vehicle charging stations located on public or governmental property within the town, distinguishing this from most other Chapter 26 business and equipment licenses that carry an annual fee.
