Section 286-11 of the Noise chapter targets mechanical noise from machinery, equipment, pumps, fans and air-conditioning apparatus. The standard is not a flat decibel cap: it is measured against the 'ambient base noise level' the City fixed by zone and time of day in § 286-4. , rising in the daytime hours; in the busier CG and CD commercial districts the nighttime floor is 60 dBA. An air conditioner or condenser unit that pushes the sound level at a neighbor's property line more than five decibels above whichever base level applies to that zone and hour violates § 286-11, regardless of when it runs.

The one built-in exception covers snow-removal apparatus, defined in § 286-2 to include snowblowers, snow throwers and plows, but only while a parking ban is officially in effect. Measurements are taken with an A-weighted sound level meter under the criteria set in § 286-3, and the Police Division, working with the trained personnel required by § 286-17, is the agency that responds to complaints and takes readings. A resident disturbed by a rooftop compressor or a residential heat-pump condenser can file a complaint with the Police Division; § 286-5 separately lets the City treat a chronic equipment-noise problem as a public nuisance subject to a restraining order or injunction in addition to the fine.
