Around the Nevada County Airport, the adopted Airport Land Use Compatibility Plan caps normally acceptable residential noise exposure at 60 dB CNEL and bans new dwellings in Compatibility Zone A. Nevada County Code Title 21 adopts these criteria as county land use policy, and parallel rules apply near Truckee Tahoe Airport.
The Nevada County Airport Land Use Commission adopted the Nevada County Airport Land Use Compatibility Plan (NCALUCP) on September 21, 2011, under the California State Aeronautics Act (Pub. Util. Code Secs. 21670-21679.5). NCALUCP Policy 5.1.4 sets the maximum CNEL considered normally acceptable for residential uses near the Nevada County Airport at 60 dB and prohibits new dwellings within Compatibility Zone A, while Policy 5.1.5 requires noise level reduction (NLR) of 25 dB for homes in Zones B1 and B2 so aircraft-related interior noise stays at or below 45 dB CNEL. Nevada County Code Title 21 (Sec. 21.02.030) incorporates the NCALUCP's general applicability, review process, and compatibility criteria as county land use policy; the airport influence area extends 1.7 miles from the runway. General Plan Policies 9.1.20 through 9.1.23 commit the county to enforcing these noise compatibility criteria for both the Nevada County Airport and the Truckee Tahoe Airport (whose own compatibility plan was adopted October 19, 2010).
Development proposals inconsistent with the adopted compatibility criteria are subject to NCALUC review and can be disapproved on the basis of noise, safety, airspace protection, and overflight impacts; residential projects in high-CNEL zones are denied or conditioned with noise insulation and recorded overflight notices.
