Aircraft-in-flight noise from Napa County Airport (KAPC) is preempted by federal law under 49 U.S.C. 41713 and the Airport Noise and Capacity Act of 1990. There is no mandatory curfew. The County runs a voluntary 'Fly Friendly' noise-abatement program asking pilots to use reduced power, stay at or above 2,000 feet over noise-sensitive areas to the north, and gain altitude quickly on departure.

The County logs noise reports through a Microsoft Forms intake and shares them with the Airport Advisory Commission, Board of Supervisors, and FAA. Ground-based engine run-up and FBO operations on airport property are also primarily federally regulated, but a complaint reaching past the airport boundary can in some cases be evaluated under City of Napa NMC 8.08 or Napa County Code Chapter 8.16 if preemption does not foreclose enforcement.
There is no local citation pathway for in-flight aircraft noise; FAA Part 161 forecloses local mandatory restrictions absent FAA approval. Voluntary noise-abatement non-compliance does not create a violation. Complaints feed the County's tracking, the Airport Advisory Commission, and the FAA's Aircraft Noise Ombudsman process. Pilots may also be reported through the federal low-flying-aircraft channel for safety-rule violations of 14 CFR Part 91.
