Naval Air Station Oceana's Air Installations Compatible Use Zones (AICUZ) overlay restricts residential density and noise-sensitive uses across much of central and southern Virginia Beach, with the strictest limits in 75+ dB DNL contours.
The AICUZ overlay, adopted as Article 18 of the City Zoning Ordinance, implements federal Department of Defense compatibility recommendations around NAS Oceana, Naval Auxiliary Landing Field Fentress, and the Accident Potential Zones. Residential subdivision is generally prohibited in 70+ dB DNL noise zones and APZ-1, and substantially restricted in 65-70 dB zones. Schools, hospitals, and churches face additional restrictions. The 2005 BRAC settlement requires the City to roll back incompatible development through targeted rezonings and acquisition. Property disclosure of AICUZ status is required at sale under City policy.
Permits issued in violation of the AICUZ overlay can be revoked. Class 1 misdemeanor for unsworn AICUZ disclosure forms; civil zoning penalties up to $1,000 per day.
