Unincorporated Solano County has no standalone amplified-music ordinance. Amplified sound is enforced through Solano County Code Β§21-10 (Disturbing the Peace) β any non-agricultural noise above 65 dBA at the property line between 10:00 p.m. and 6:00 a.m. is per se a disturbance. In county parks, sound amplification requires a permit under Β§19-160(j).
Solano County does not regulate amplified music by a dedicated chapter. The general rule in Solano County Code Β§21-10 applies: it is unlawful to maliciously and willfully disturb the peace by loud or unusual noise, defined to include any non-agricultural noise exceeding 65 dBA at the property line from 10:00 p.m. to 6:00 a.m. (Ord. No. 1830). Outside those hours, amplified sound that maliciously disturbs the peace remains citable under Β§21-10 or California Penal Code Β§415 (loud and unreasonable noise). In county parks, Β§19-160(j) makes it unlawful to operate sound-amplifying equipment, musical instruments, generators, or any other device causing excessive noise without a written permit from the parks division; 'excessive noise' is defined as any noise that disturbs members of the public or wildlife in a park ranger's sole discretion. Special events and outdoor entertainment in incorporated cities (Vallejo waterfront, Fairfield's Allan Witt Park, Vacaville's Andrews Park) are permitted by those cities.
Violating Β§21-10 with amplified music is a misdemeanor disturbance of the peace. Operating unpermitted amplified sound in a county park violates Β§19-160(j) β a misdemeanor under Β§19-50 punishable by up to 6 months jail and/or $1,000 fine. Penal Code Β§415 carries up to 90 days jail and/or $400 fine.
