C. 010 ban, which weighs factors like noise level, whether it is usual or unusual, proximity to residential sleeping areas, time of day, and duration. Subsection A bars using any mechanical or electronic device to intensify sound or noise into the public streets where it causes a "noise disturbance," defined in the chapter as sound that endangers health or safety, annoys a reasonable person of normal sensitivity, or damages property. Subsection B separately bars using an instrument, whistle, drum, bell, or other noise to advertise goods or events, while carving out lawful outcry sales of food or merchandise at permitted sporting events, fairs, and parades.
