020 sets the baseline container rules behind Vallejo's mandatory recycling program. Subsection A requires the franchisee to supply a minimum of three containers per serviced property, covering solid waste, source-separated recyclables, and source-separated organic waste, with the city able to review container number, size, and location for adequacy and require additional or different containers through the public works director, public health department, or city council. Subsection B requires every owner, proprietor, manager, or other person in charge of a premises who isn't a self-hauler to subscribe to and maintain at least that level of service.

Subsections C and E require containers to sit where the franchisee can reach them on collection day without creating a public nuisance, though commercial properties and apartment houses may instead use an enclosure or other receptacle the public works director approves. Subsection D requires containers to stay closed except when waste is actually being deposited or removed, sets a thirty-two-gallon minimum size, and caps every cart at seventy-five pounds when full. Subsection F makes the franchisee replace containers at no cost to the resident or business unless the damage is intentional or containers need replacing more than once in a four-month period from negligence, in which case the resident or business owner pays.

Subsection G lets a disabled or elderly resident living alone apply to the franchisee, with a physician's certification, for an alternative pickup location instead of curbside collection, with denials appealable in writing to the city manager within fifteen days.
