020(C) governs residential cart placement: every resident must place each solid waste, recycling and green waste cart three feet apart at the curb, or at the side of the premises for corner lots facing more than one street, in a location clearly accessible to the franchisee. After collection, the franchisee must return each container upright at the spot where it was found. on the day it was emptied, then stored somewhere not visible from any public right-of-way, alleys excepted. 020(B) separately allows collection service off alleys, provided carts are placed where they don't impede or endanger vehicle or pedestrian traffic.

020 adds container specifications that apply citywide: carts must be at least thirty-two gallons, may not exceed seventy-five pounds when full, must be kept closed except when in use, and must sit where they won't create a public nuisance; a disabled or elderly resident who lives alone and cannot manage curbside placement may apply to the franchisee, with a physician's certification, for an alternate pickup location, and a denial can be appealed to the city manager within fifteen calendar days.
