Fairfield Municipal Code Chapter 9 requires residential carts to be placed at the curb in front of the premises (or at the curb of an adjacent street). Where feasible, carts must be at least two feet apart and six feet from any fixed object including parked vehicles. Set-out is allowed no earlier than sunset before collection day; carts must be removed by 10:00 p.m. on collection day and stored out of sight of the public right-of-way.
Fairfield's automated curbside collection requires precise cart placement, codified in Chapter 9 of the Municipal Code. Residential householders must place each container for collection at the curb in front of the premises, or at the curb at the side of the premises where the property is adjacent to more than one street. Where feasible, carts must be placed for collection at a minimum of two feet apart and six feet from any fixed object, including parked vehicles, mailboxes, light poles, and trees, to give the automated arm clearance. Containers cannot be placed for collection earlier than sunset of the day preceding the designated collection day. After pickup, all containers must be removed from the place of collection prior to 10:00 p.m. of the day the containers have been emptied and stored at a location not visible from any public right-of-way; alleys are excluded from the visibility rule. The franchise hauler, Republic Services / Solano Garbage Company, will mark uncollected carts with a tag explaining the placement problem (typically blocked access by parked vehicles). The three SB 1383 colors (gray/black trash, blue recycling, green organics) must match the contents of each cart.
Improper placement, early set-out, or visible storage are Chapter 9 violations citable through Code Enforcement with administrative penalties and 50% late penalties after 30 days. Repeated missed pickups due to placement issues can result in additional service charges from the franchise hauler. Persistent visibility violations may also be tagged under Chapter 27 (Community Preservation) as a nuisance.
