410 requires every commercial or industrial business served by the city's authorized collector to use Standard Commercial/Industrial Containers, or Standard Residential Containers with the city manager's prior written approval, and the collector must label each container with its business name and phone number in letters at least one inch tall. 420 makes the business owner responsible for keeping the container storage area clean, safe, and free of solid waste outside the container, while the collector must clean any waste spilled during pickup. 440, no building permit can be issued for a new commercial or industrial building, including multifamily housing, until the Planning Department approves the location and accessibility of the trash containers, and no certificate of occupancy issues until that approval is confirmed.

430 lets the owner and hauler negotiate special arrangements, with the city deciding any dispute. 330 bars anyone other than the authorized collector from placing a container anywhere in the city, and specifically bars placing any container in the public right-of-way without the city manager's prior written consent; an unmarked or unremoved container can be impounded by the city, immediately if unmarked or within 24 hours of written notice if marked. 310 separately declares any accumulation or storage of solid waste beyond one week, or handled outside the chapter's rules, a public nuisance subject to summary abatement under Government Code Sections 38771 and 38773.
