Vallejo, CA Trash & Recycling: Dumpster Rules (2026)

Vallejo's Zoning Code folds solid waste, recycling and organic waste storage into Chapter 16.501, and Section 16.501.08 sets the design and siting rules that apply to every enclosure built for new construction, publicly owned facility upgrades, or alterations that add 30 percent or more floor area within a 12-month span. The chapter defines the container types it covers by cross-reference to Municipal Code Chapter 7.40: a 'bin' tops out at six cubic yards and is serviced by a front-loader, while a 'box' (also called a roll-off, drop box, or debris box) runs ten to forty cubic yards and is hauled away whole.

Placement is fixed by four measured setbacks: enclosures must sit outside any required parking, driveway, landscaped area, utility easement, or yard setback unless no alternative exists; at least five feet from an adjacent parking space; at least five feet from the property line of an abutting single-unit residential district; and at least ten feet from the public right-of-way or access easement. Multi-unit residential projects need one enclosure for every 20 units, and each must sit no more than 100 feet from the units it serves.

Screening is mandatory, not optional. Outdoor enclosures need a solid opaque wall of five to eight feet on at least three sides and a matching gate on the fourth, kept closed except during active loading, and the whole assembly must stay invisible from the public right-of-way under Section 7.54.030(R). Any enclosure outside or attached to a building needs a minimum six-foot solid screen with a roof structure, built of wood, masonry, or decorated concrete tilt-up that matches the building's architecture, sitting on a four-inch concrete pad with a floor drain tied to the sanitary sewer.

Before any building permit issues, the applicant must document that the director has approved the enclosure's location; the city withholds sign-off until that documentation is on file.
