Vallejo, CA Parking Rules: EV Charging (2026)

Vallejo folds its EV-charging mandate into Chapter 16.508, Off-Street Parking and Loading, the chapter that sets the city's general parking-supply standards under Sections 16.508.01 through 16.508.14. Section 16.508.09 applies to parking facilities of twenty or more spaces serving multi-unit residential, mixed-use, commercial, and hotel and motel uses, and requires at least three percent of those spaces to be EV charging stations; the stations count toward the project's overall required parking supply rather than functioning as an add-on above the base requirement.

Three implementing standards fill out the section. Size: a charging stall must be the same size as other spaces, and the charging equipment itself may not reduce the size of the space, so the mandate cannot be met by shrinking stall dimensions below the standard set elsewhere in Chapter 16.508. Signage: every stall needs a sign reading "Electrical Vehicle Charging Station" plus the applicable California Vehicle Code restriction, and only a vehicle actually connected for charging may occupy it, a rule that gives property managers and parking enforcement a citable basis for removing a gas-powered car parked in the stall. Equipment: stations must be equipped with electrical outlets and may add card readers, controls, and connector devices as necessary for public use, leaving the specific charging hardware to the developer.

Because the requirement sits inside the general parking chapter, it inherits that chapter's applicability rules under Section 16.508.01: it attaches to new development and to reconstruction or expansion that adds more than three parking spaces or ten percent of required spaces, whichever is greater. On-site parking, including the EV stations, must be built out prior to the issuance of a certificate of occupancy or business license for the use it serves.
