Summary
Vallejo Municipal Code Section 7.48.020(C) tells residents exactly how and when to set out solid waste, recycling, and green waste carts: three feet apart at the curb, no earlier than sunset the night before pickup, and removed to a spot not visible from the street by 10 p.m. on collection day.
"Placement and removal of cart(s)" means every resident shall place each solid waste, recyclables, and green waste cart(s) three feet apart at the curb or the side of the premises where the premises are adjacent to more than one street, in a clearly accessible location to permit the franchisee's collection. Upon collection, all solid waste, recyclables, and green waste containers shall be emptied and replaced in an upright position, at the location where found by the franchisee. No person shall place any such cart(s) for collection earlier than sunset of the day preceding the day designated for collection, and all cart(s) shall be removed from the place of collection prior to ten p.m. of the day the cart(s) have been emptied. Such cart(s) shall be removed to a storage location, which is not visible from any public right-of-way, excluding alleys.

Full Breakdown
020 defines "residential collection" and lays out the mechanics households must follow for curbside pickup. Subsection A ties collection to compliance with all federal, state, and local law and the city's franchise agreement; subsection B lets residents whose collection service runs off an alley place carts there instead of at the curb, as long as the carts don't block vehicle or pedestrian traffic. Subsection C is the operative placement rule: every resident must set out solid waste, recyclables, and green waste carts three feet apart at the curb, or at the side of the premises for corner lots facing more than one street, in a spot the franchisee can clearly access.
on the day of collection. The franchisee, in turn, must return each cart upright with the lid closed at the spot where it found it. 130.
Violations & Fines
Leaving a cart at the curb outside the sunset-to-10 p.m. window, or storing it where it's visible from the right-of-way afterward, is a violation of Chapters 7.44 through 7.48 enforceable under Section 7.52.050: the city can issue an infraction or misdemeanor charge, pursue civil enforcement, or issue an administrative citation under Chapter 1.15, and each day the cart sits out improperly counts as a separate violation.
