Chapter 9 (Solid Waste Collection Services) of the Fairfield Municipal Code governs residential trash, recycling, and organics. 'Collection' is defined as the operation of gathering and transporting garbage, organic waste, and recyclables. The City of Fairfield has granted Republic Services (operating locally as Solano Garbage Company) the exclusive right to provide solid-waste collection within the city. Subscription to the franchise collection service is mandatory for every occupied premises, except in the case of a self-hauler in compliance with Β§9.170 (which requires the self-hauler to keep receipts and transport materials to a permitted facility on a regular schedule). Under California SB 1383 (codified at Public Resources Code Β§42652 et seq. and CalRecycle Title 14 CCR Β§18981 et seq.), Fairfield enforces a three-stream system: gray or black for trash, blue for recycling, blue, and green for organics. Residents must separate food scraps, food-soiled paper, and yard waste into the green organics cart. Enforcement against residents for SB 1383 sorting violations began January 1, 2024 β a notice of violation must be cured within 60 days before a fine. Republic Services handles weekly residential collection on a fixed route schedule available at fairfield.ca.gov.
Failure to subscribe to franchise service without a valid self-hauler exemption is a Chapter 9 violation, citable through Code Enforcement; administrative citations carry 50% late penalties after 30 days. SB 1383 sorting violations after January 1, 2024 must be cured within 60 days of a notice of violation; subsequent fines start at $50 and can escalate. The franchise hauler can refuse to service contaminated carts.
