Under Sec. 26-40(a)(4) of the county noise article, adopted by Ord. No. 2023-O-013 on 10-17-23, using or operating a loudspeaker or sound-amplifying device mounted on a vehicle to broadcast or advertise a business or activity is unlawful during quiet hours unless the operator obtains a permit for sound amplification from the board of commissioners. m. m. m. m. The code defines a sound-amplifying device broadly as any machine, device, or loudspeaker that produces, reproduces, or amplifies the human voice, music, or any other sound, but exempts standard automobile audio systems heard only by vehicle occupants and emergency-vehicle warning devices.
