Amplified music — including outdoor speakers, backyard DJs, live bands, and PA systems — is treated as a presumptive nuisance under Title 716 when it is plainly audible inside a neighboring dwelling with doors and windows closed, or when it exceeds ambient levels by a noticeable margin. During quiet hours (10:00 PM to 7:00 AM weekdays; to 8:00 AM weekends), even moderate amplification is typically a violation. Commercial venues and event spaces in unincorporated areas (notable in Discovery Bay along the Delta and event barns in east county) must secure noise-related conditions through their land-use permits. One-time outdoor events (weddings, festivals) may require a temporary event permit from the Department of Conservation and Development, which can include noise conditions, curfews, and neighbor-notification requirements. Repeated amplified-music complaints can escalate to administrative citations, conditional-use permit review, and in severe cases abatement of the activity.
