Section 5-17.03 of the Antioch Municipal Code (Chapter 17, Disturbing the Peace) prohibits the operation of any loudspeaker, sound amplifier, or device 'in such a manner as to cause any sound to be projected outside of any building or vehicle in any part of the city,' with two narrow exceptions: (1) operation 'during public events,' or (2) operation in 'the dissemination of matters of interest to the general public,' and in either case 'only upon a permit from the Chief of Police.' This applies city-wide and is not tied to a specific decibel level or time-of-day; loud music projected from a vehicle is also separately prohibited under section 5-17.02(B)(3) as a designated disturbing noise. Permit applications go through Antioch Police Department; commercial outdoor entertainment uses also typically require a use permit from the Community Development Department.
