Barking dog enforcement in Antioch operates under two parallel layers. (1) City layer: Antioch Municipal Code section 6-1.102 (Definitions, Title 6 - Animals) defines BARKING DOG as 'a dog that barks, bays, cries, howls or makes any noise for an extended period of time to the disturbance of any person at any time of day or night, regardless of whether the dog is physically situated in or on private property,' with 'extended period of time' meaning incessant barking for 30+ minutes or intermittent barking for 60+ minutes in any 24-hour period. Section 6-1.102 includes a defense: a dog is not deemed a barking dog if at the time it is barking a person is trespassing or threatening to trespass on the private property where the dog is situated, or when the dog is being teased or provoked. (2) County layer: Contra Costa County Code section 416-12.202 (Animal Noise) applies city-wide and uses the same 30-minute/60-minute thresholds. Reporting procedure under the county process: (i) the complainant documents violations on the official complaint form; (ii) the responsible party receives a 15-day compliance window; (iii) if unresolved, the complainant files a notarized affidavit within 60 days; (iv) Antioch Animal Services may then issue a Notice of Citation and Fine.
