Under Chapter 286, sound is plainly audible if a Noise Control Officer using unaided hearing of normal acuity can detect it; detection of the rhythmic bass of music from a portable or vehicular sound amplification device is sufficient evidence. Use of a sound truck or other amplifying device for political activity is permitted only after filing a permit application with the Noise Control Officer specifying sponsorship, dates, hours, and routes. Amplified music exceeding the property-line decibel tables, or audible during nighttime quiet hours, violates the ordinance.
