Unincorporated Glenn County directly regulates amplified music. Glenn County Code Section 10.25.020 (Ord. 1322, adopted Jan. 24, 2023) makes it unlawful, between 10:00 p.m. and 7:00 a.m. (11:00 p.m. Fri/Sat), to play audio equipment so as to disturb neighbors. Sound plainly audible 50 feet from the building or device is prima facie evidence of a violation.
Amplified music is the core target of Glenn County's noise ordinance. The Board of Supervisors adopted Chapter 10.25 (Ordinance 1322) on January 24, 2023 specifically to address complaints about 'loud and unreasonable amplified noise.' Section 10.25.020 prohibits, during the night quiet period of 10:00 p.m. to 7:00 a.m. (and not before 11:00 p.m. on Friday and Saturday), using or permitting any audio equipment 'with volume louder than is necessary for convenient hearing for the persons who are in the room, vehicle, chamber, residence or building.' The ordinance gives an objective trigger: operation 'in such a manner as to be plainly audible at a distance of fifty (50) feet from the residential building, structure or vehicle in which it is located,' or 50 feet from the device if outdoors, is prima facie evidence of a violation. 'Audio Equipment' is defined in Section 10.25.020(B) to include any radio, musical instrument, phonograph, stereo, tape player, compact disc player, MP3 player, television, or other sound-producing device. The county explained it created this rule because Penal Code section 415(2) requires a complaining witness, so deputies previously could not act on amplified-music calls without a formal complainant. These provisions apply to unincorporated Glenn County; Willows and Orland enforce their own amplified-sound rules.
Section 10.25.050 makes a violation an infraction or a misdemeanor: upon conviction, a fine up to $500, imprisonment up to six months, or both. Sound plainly audible at 50 feet (or 10 feet from a vehicle on a county roadway) is prima facie evidence.
