020(B) targets "Radios, Television Sets, Phonographs, Loud Speaking Amplifiers, and Similar Devices," prohibiting operation of any sound production or reproduction device, radio, loudspeaker or sound amplifier in a manner that disturbs the peace, quiet, or comfort of any reasonable person of normal sensitivity anywhere in the City. The prohibition exempts licensed parade participants, law enforcement or emergency personnel on duty, and anyone the City has authorized to make such sound in a public park, facility or place. so it is plainly audible 50 feet from the building, structure or vehicle where it sits, or operating a sound amplifier connected to a radio, stereo, CD/DVD player, computer or cassette player so that it is plainly audible at 50 feet and causes a person at that distance to feel the accompanying vibration.

Any person authorized to enforce the chapter who encounters evidence of a prima facie violation may confiscate and impound the amplifying or transmitting components as evidence. 010, which bars any loud, unnecessary or unusual noise disturbing the peace of a neighborhood, judged by factors including volume, time of day, duration, and proximity to sleeping facilities. 030 separately treats a gathering audible from 50 feet as a prima facie public nuisance, empowering law enforcement to order the party dispersed and devices turned off, with noncompliance a separate offense.
