West Haven, CT Noise Ordinances: Amplified Music & Outdoor Sound (2026)

The rule is § 154-7B of the West Haven Noise Control Ordinance (Chapter 154), which the City Council adopted on 10-14-2003. It says that no sound-amplifying devices on or within motor vehicles shall emit noise in excess of the noise levels as specified in § 154-5. That covers car stereos and any other amplifier mounted on or inside a vehicle. The chapter does not separately regulate handheld speakers, home stereos or outdoor sound systems by name, so those are governed by the general standard in § 154-5A, which makes it unlawful to emit noise beyond the boundaries of your premises in excess of the established levels.

The § 154-5B table sets the numbers. A residential emitter is limited to 55 dBA to a residential receptor by day and 45 dBA at night, and a commercial emitter has the same night figure toward homes. Nighttime hours are 10:01 p.m. to 6:59 a.m. under § 154-3, and daytime hours are 7:00 a.m. to 10:00 p.m. Section 154-5C adds that impulse noise above 80 decibels peak is barred at night in residential zones and above 100 decibels peak at any time in any zone. Readings are taken about one foot beyond the emitter's boundary, and for a moving vehicle the emitter's premises includes contiguous publicly dedicated street and highway rights-of-way under the § 154-3 definition of premises.

Section 154-7A also subjects all motor vehicles operated within West Haven to the state motor vehicle noise regulations, Sections 14-80a-1a through 14-80a-10a of the Regulations of Connecticut State Agencies. Licensed recreational events such as parades, sporting events, concerts and firework displays that hold a city license or permit are exempt under § 154-5E(7). Section 154-7C puts enforcement of the vehicle section with the Chief of Police and his designated subordinates.
