West Haven, CT Noise Ordinances: Leaf Blower Rules (2026)

West Haven regulates lawn equipment inside its Noise Control Ordinance, Chapter 154, adopted by the City Council on 10-14-2003. The words "leaf blower" do not appear in the chapter, so there is no separate blower rule, no gas-versus-electric distinction and no decibel figure for blowers. The governing text is the exemption in § 154-5E(3) for noise generated from engine-powered or motor-driven lawn care or maintenance equipment, which is the category a residential blower falls into on its ordinary meaning.

The exemption has two conditions. First, it applies only between the hours of 7:00 a.m. and 10:00 p.m., the same span § 154-3 defines as daytime hours. Second, noise discharged from the exhaust must be adequately muffled to prevent loud and/or explosive noises. Section 154-3 defines a muffler as a device for abating sounds such as those produced by escaping gases, and § 154-6C separately requires that the exhaust of any stationary internal-combustion engine go through a muffler or an apparatus providing equal noise reduction.

Outside 7:00 a.m. to 10:00 p.m. the exemption is gone, so the ordinary standards in § 154-5B apply. At a residential receptor the nighttime cap is 45 dBA, and nighttime hours run from 10:01 p.m. to 6:59 a.m. The chapter also defines domestic power equipment as power saws, drills, grinders, lawn and garden tools and other domestic power equipment intended for use in residential areas by a homeowner. Snow removal equipment has its own paragraph, § 154-5E(4), which exempts it at any time as long as it is kept in good repair and adequately muffled.

The Director of Health or a designated representative inspects and measures under § 154-9. Anyone living or doing business in West Haven can request a variance from the Director of Health under § 154-11A.
