Full Breakdown
City code treats disruptive barking as an animal nuisance violation, not just a general noise complaint. Section 10-10 bars owners from letting an animal's barking, howling, crowing, or other noise disturb neighboring properties' peace and quiet, and a separate dog-and-cat nuisance section flags "excessive barking or other noisemaking" as grounds for a citation. Animal control officers and police services can issue citations under the city's citation authority.
Violations & Fines
Fine up to $500 per offense under the Code's general penalty (Sec. 1-14), since animal nuisance isn't among the higher fire/zoning/health categories capped at $2,000. Each day the barking nuisance continues is a separate offense.
