The Animals and Birds clause of CBMC 4.50.060 folds nuisance pet noise into the city's broader Noise Control Ordinance. It bars owning, possessing or harboring any animal or bird that frequently, or for a continued duration, howls, barks, meows, squawks or makes other sounds that create a noise disturbance across a residential real property boundary or within a designated noise sensitive area, with no exemption for time of day. The chapter defines a noise disturbance as any sound that endangers or injures health or safety, annoys or disturbs a reasonable person of normal sensitivities, or endangers property, so a barking complaint is judged against that reasonable-person standard rather than a fixed decibel number.

The clause sits alongside CBMC 4.20's separate animal-control chapter, which handles licensing and at-large violations, but a chronic barking complaint under 4.50.060 is a noise-code matter enforced by the chief building official and Council Bluffs police department under CBMC 4.50.040. As with the chapter's other prohibited acts, a special variance from the city council under CBMC 4.50.070 could exempt an otherwise-violating situation, though that path is rarely relevant to a pet nuisance complaint.
