Construction hours in Napa County, CA β sometimes called construction noise rules or contractor work-hour ordinances β set when contractors can run power tools, hammers, and heavy equipment.
Napa County Code Β§8.16.080 prohibits the operation of construction or demolition tools or equipment between 7:00 p.m. and 7:00 a.m. when the sound creates a noise disturbance across a residential or commercial real property line. The restriction applies in unincorporated Napa County. Activities outside those hours generally require findings of necessity or an emergency.
Section 8.16.080 of the Napa County Code (Specific Types of Noise Prohibited) lists construction noise among the enumerated prohibitions. The operating window for construction or demolition tools and equipment is 7:00 a.m. to 7:00 p.m., and operation outside that window is prohibited whenever the sound creates a noise disturbance audible across a residential or commercial real property line. Construction conducted entirely indoors or behind sufficient attenuation that does not reach a property line may continue to comply, but the property-line standard in Β§8.16.070 still applies. Emergency repairs (utility, public safety) are typically exempt. Discretionary projects often have additional construction-hour conditions attached through Use Permit Conditions of Approval administered by Napa County Planning, Building, and Environmental Services. The five incorporated Napa Valley cities each have their own construction-hour rules and are not governed by Chapter 8.16.
Operating construction equipment outside 7 a.m. to 7 p.m. in a way that crosses a property line is a violation of Β§8.16.080. Enforcement is by the Sheriff for active disturbances and by Code Compliance for permitted projects. Repeat or willful violations can be cited as misdemeanors and prosecuted under the County's general penalty provisions.
