East Baton Rouge Parish, LA Noise Ordinances: Construction Hours (2026)

Sec. 12:101(11) of the noise chapter lists construction noise among the acts declared to create loud and raucous noises under the parish-wide ban in Sec. 12:100. and sunset on weekdays and Saturdays, except in the case of urgent necessity in the interest of public safety for which permission must be obtained from the director of public works. The section defines construction work broadly: it includes, but is not limited to, the erection, excavation, demolition, alteration, or repair of any building, so the hours restriction reaches framing, demolition, and exterior repair crews alike, not just new-building sites.

The subsection was last amended by Ord. No. 19644 on October 8, 2025, which added a new enumerated item to Sec. 12:101 and shifted the construction-hours rule to its current position at subsection (11). None of the chapter's exceptions in Sec. 12:105, which cover ballparks and temporary entertainment permits, apply to construction work, so a contractor can't obtain a permit to work outside the stated hours the way an event venue can.
