Construction hours in Snohomish County, WA — sometimes called construction noise rules or contractor work-hour ordinances — set when contractors can run power tools, hammers, and heavy equipment.
Construction noise in unincorporated Snohomish County is a public disturbance noise when it occurs at night in a rural or residential district, unless a public-disturbance exemption permit is obtained under SCC 10.01.050(6). By day, construction equipment at temporary sites is exempt from the decibel limits.
SCC 10.01.040(2)(c) makes construction activity, including blasting, a public disturbance noise at night (10:00 p.m.–7:00 a.m. weekdays; to 9:00 a.m. weekends) in rural or residential districts unless a permit under SCC 10.01.050(6) is issued. Under SCC 10.01.050(2)(a), sounds created by construction equipment and special construction vehicles at temporary construction sites are exempt from the quantitative dB(A) limits during daytime hours. In commercial or industrial receiving districts, construction sounds are exempt at all times (SCC 10.01.050(1)(o)).
Nighttime construction without an exemption permit is a public-disturbance-noise violation enforced by the Sheriff. Daytime quantitative violations carry a $100/$250 civil penalty, doubling for repeat offenses within three years.
