Yuba County Code Chapter 8.20 sets numeric decibel limits by zone and time of day. Section 8.20.140 establishes single-family residential maximums of 65 dBA daytime, 60 dBA evening and 55 dBA overnight, with higher limits in commercial and industrial zones.
Yuba County Code Section 8.20.140 (Ambient Base Noise Level) establishes maximum permitted exterior noise levels by zone and time. For single-family residential areas the maximum permitted level is 55 dBA from 10:00 p.m. to 7:00 a.m., 60 dBA from 7:00 p.m. to 10:00 p.m., and 65 dBA from 7:00 a.m. to 7:00 p.m. Commercial and industrial zones carry higher limits, and industrial zones are capped at fixed levels at any time -- 65 dBA in the M1 (General Industrial) zone and 70 dBA in the M2 (Extractive Industrial) zone. Separately, the County's adopted 2030 General Plan sets performance standards for stationary (non-transportation) noise at noise-sensitive uses: an hourly Leq of 60 dBA daytime (7 a.m.-10 p.m.) and 45 dBA nighttime (10 p.m.-7 a.m.), with maximum (Lmax) levels of 75 dBA day and 65 dBA night, each reduced 5 dBA for tonal, music or impulsive noise. These limits apply in unincorporated Yuba County. Marysville and Wheatland adopt their own standards, and Yuba City is in Sutter County, not Yuba County.
Measured exceedances of the Chapter 8.20 limits are enforced by Yuba County Code Enforcement and the Sheriff's Office. The County General Plan performance standards are applied to new development through the project-approval and CEQA review process.
