These limits are measured under Sec. 8-92(a)-(b): roadway vehicle sound is read as close to 50 feet from the center of the travel lane as practical, and sound from a vehicle on private property is read from 50 feet or more away, using an ANSI-standard "A"-weighted meter with wind at five mph or less (25 mph with a windscreen).
Sec. 8-93(e) layers on an extra rule for periodic, impulsive, or shrill sounds, which are unlawful once they exceed the listed limit by five dB(A) or more. Sec. 8-95 backs the vehicle table with an equipment mandate: every motor vehicle or moped on a Columbia street must run a properly maintained muffler and exhaust system, may not exceed 84 dB(A) at any time, and may not use a cut-off or bypass muffler.
