Permitted outdoor uses with use-permit conditions trump the 8.08 baseline through subsection 8.08.010(E). Operators in the South Napa Industrial Park and the Napa Pipe area work primarily under their original entitlement conditions; permanent modifications generally require returning to Planning for a revised use permit.
An industrial-noise violation of NMC 8.08.020 is enforceable through general code-enforcement and may trigger a Police or Code Enforcement stop-work order under NMC 8.08.025(F) when paired with construction activity. Permit conditions imposed under Title 17 are independently enforceable through the Planning Division and may carry conditional-use-permit revocation as a remedy.
