Commercial landscape crews fall under NMC 8.08.020 (no commercial activity audible at an RP-or-stricter property line between 9:00 p.m. and 7:00 a.m.) and California Air Resources Board AB 1346 (no new gas SORE sales statewide from 2024). Homeowner use is reachable under NMC 9.50 if it becomes a loud and unruly disturbance.
Napa has not enacted a local gas-blower phase-out and does not set a separate decibel cap for lawn and garden equipment. The applicable hooks are three. First, NMC 8.08.020(A) - between 9:00 p.m. and 7:00 a.m. no commercial activity (including a paid landscape crew on a residential customer's lot) may create noise audible at the property line of any RP or more restrictive parcel without a City Manager permit. Second, NMC 8.08.025 - if the work qualifies as 'construction activity' on a non-owner project, the 7 a.m. weekday and 8 a.m. weekend rules apply. Third, NMC 9.50 - if residential power-tool use rises to a loud and unruly gathering or repeated nuisance disturbance, the chapter 9.50 warning-and-citation process applies. Statewide, California AB 1346 directed CARB to ban new sales of small off-road engines for landscape equipment beginning January 2024; using existing gas blowers remains legal in Napa, subject to the time-of-day limits above. Bay Area Air Quality Management District guidance encourages voluntary electric conversion but does not impose a local ban.
A commercial crew using leaf blowers before 7:00 a.m. on weekdays or before 8:00 a.m. on weekends in a way audible at a residential property line violates NMC 8.08.020 or 8.08.025 and is enforceable through the City's general code-enforcement provisions. The Police or Code Enforcement Officer can issue a stop-work order under 8.08.025(F). Homeowner use that triggers repeat Police response can be cited under NMC 9.50.
