Alhambra's Municipal Code does not impose a gas-leaf-blower ban. Leaf blowers fall under property-maintenance noise, allowed only 7 a.m. to 6 p.m. any day except Sunday, and 9 a.m. to 5 p.m. on Sunday (Sec. 18.02.060(D)). Statewide, new gas-powered units are also regulated by California's small off-road engine rule.
The City of Alhambra does not have a dedicated leaf-blower ban in its Municipal Code (unlike Los Angeles City and some neighbors). Instead, leaf blowers are treated as property-maintenance equipment under the noise-code exemption in Section 18.02.060(D): noise from the maintenance of real property is exempt only when the activity takes place between 7 a.m. and 6 p.m. on any day except Sunday, or between 9 a.m. and 5 p.m. on Sunday. Outside those windows, the exemption is lost and the operator can be cited if the noise exceeds the interior dBA caps in Section 18.02.050. So in practice, gardeners and homeowners may use leaf blowers daytime on weekdays and Saturdays (7 a.m.-6 p.m.) and only late-morning to late-afternoon on Sundays (9 a.m.-5 p.m.). Separately, California Air Resources Board regulations under AB 1346 prohibit the sale of new gas-powered small off-road engines (which include most leaf blowers) in the state, phased in beginning model year 2024; that is a point-of-sale restriction on new equipment statewide, not an Alhambra use ban, and does not by itself outlaw using equipment you already own. Because Alhambra is incorporated, Los Angeles County's leaf-blower limits do not apply here; the city's maintenance-hour rule and state equipment rules govern.
Using a leaf blower or other yard equipment outside the permitted maintenance hours (before 7 a.m. or after 6 p.m., or outside 9 a.m.-5 p.m. on Sunday) loses the Section 18.02.060(D) exemption; if resulting noise exceeds the zone dBA limit, it is an infraction under Section 18.02.120. Selling new banned gas equipment is a separate state CARB violation.
