Unlike Los Angeles, Beverly Hills, and Santa Monica, Carson has not enacted an outright leaf-blower ban. Statewide, California AB 1346 (Health & Safety Code §43018.11) directs CARB to prohibit new sales of gas-powered small off-road engines (including leaf blowers and lawn mowers) starting January 1, 2024 - existing equipment may continue to be used. South Coast AQMD Rule 1111 / 1110.2 also restrict certain stationary engines but do not address handheld blowers.
Operating leaf blowers outside the LA County noise-ordinance permissible hours is enforced by LA County Sheriff (Carson Station) or Code Enforcement as an infraction under CMC Art. 4 Ch. 5. Selling new gas-powered SORE equipment after Jan 1, 2024 violates CARB regulations and is enforced by CARB at the retailer level.
