Bellevue, NE Noise Ordinances: Leaf Blower Rules (2026)

Section 20-18, titled Exhausts, Blowers, Defect in Vehicle, Load, Etc., is part of the noise cluster the City Council adopted by Ordinance 4058 on October 19, 2021 and amended by Ordinance 4083 on March 1, 2022. Subsection (C) targets any noise-creating blower or power fan, along with any internal combustion engine whose operation causes noise from the explosion of operating gases or fluids, which covers gas-powered leaf blowers and similar yard equipment run on small engines. The rule is a muffling standard rather than a time-of-day curfew: the equipment is unlawful to operate only if its noise is not muffled and the engine lacks a muffler device sufficient to deaden the sound.

Bellevue has not written a separate hours restriction for leaf blowers into this section; anyone running a blower with an intact, effective muffler is not in violation regardless of the hour. The subsection sits between (A), which bars unmuffled exhaust from steam engines, stationary combustion engines, motor boats and motor vehicles, and (B), which bars operating a vehicle so out of repair or loaded that it grates, grinds or rattles loudly, so all three problems, exhaust, mechanical disrepair and blower noise, are enforced under the same section by the Bellevue Police Department. No specific fine is written into § 20-18, so a citation is punished under the Code's general penalty, § 1-11.
