Burtonsville Noise Ordinances: Leaf Blower Rules Rules (2026)

Montgomery County Bill 35-20, signed into law and effective January 1, 2025, bans the use of gas-powered leaf blowers in residential areas throughout unincorporated Montgomery County. The ban was phased in gradually: initially restricting use during summer months and in proximity to schools and hospitals, then expanding to a full year-round residential ban. Only battery-powered or corded electric leaf blowers are permitted. Commercial landscaping companies must transition their equipment to comply. The legislation was driven by noise complaints and environmental concerns including air quality, carbon emissions, and hearing damage to landscaping workers. Montgomery County joins a growing list of jurisdictions banning gas-powered lawn equipment following California statewide bans. The ban applies in all residential zones including Bethesda, Potomac, Silver Spring, Germantown, and other unincorporated communities. The county has explored rebate programs to help residents and small landscapers purchase electric alternatives. Enforcement is handled through DEP and Code Enforcement.
