Fishers does not have a leaf-blower-specific ordinance, but section 98.02(E) of the Noise chapter limits weed blowers, lawn mowers, garden tractors, and similar power equipment to 7:00 a.m.-10:00 p.m. (May 15-Sep 15) and 7:00 a.m.-9:00 p.m. (Sep 16-May 14). No decibel cap or gas-blower ban is set for these tools.
Leaf and weed blowers fall under the general yard-equipment language of section 98.02(E), which limits 'lawn mowers, weed blowers, garden tractors, construction and repair equipment, go-carts, generators and power tools and the like.' Their use is restricted to 7:00 a.m. to 10:00 p.m. from May 15 through September 15, and 7:00 a.m. to 9:00 p.m. from September 16 through May 14. Fishers does not impose a model-specific decibel limit on blowers, does not ban gas-powered blowers, and does not set seasonal use bans beyond these daily hours. The broader Chapter 98 caps still apply: no source may exceed 115 decibels for more than two minutes per hour measured at least 10 feet from the property line (section 98.02(A)). There is no separate exemption for landscaping equipment, so commercial and residential operators alike must observe the section 98.02(E) hours unless the work is part of city-approved construction or road work (section 98.03(I)) or an emergency (section 98.03(D)). Because Fishers treats blowers the same as other yard power tools, the practical rule for homeowners and lawn services is simply to keep equipment within the seasonal daily windows.
Running a leaf or weed blower outside the section 98.02(E) hours is a Class 'C' infraction under section 98.99. Fines escalate from up to $250 (first offense) to $500, $1,000, and up to $2,500 for repeat offenses, payable through the Ordinance Violation Bureau. Fishers Police issue citations.
