Maricopa County, AZ Noise Ordinances: Leaf Blower Rules (2026)

County Ordinance P-25 prohibits operating a leaf blower in a way that blows landscape debris into a public roadway, and requires operation only on a stabilized surface: pavement, hardscape, decomposed granite, gravel, or vegetative cover. The rule applies within Area A, the PM10 non-attainment boundary that covers most of the Phoenix metro, including sections inside incorporated cities and towns, not just unincorporated county land. A County enforcement officer issues a warning for a first violation, then civil penalties of $50, $100, and $250 for the second, third, and later violations. Sites holding a fugitive-dust permit for dust-generating operations are exempt.
