Section 9.0(B) exempts 'landscape maintenance equipment when it is functioning in accordance with the manufacturer's specifications and with all mufflers and noise-reducing equipment in use and in proper operating condition.' So a leaf blower, mower or trimmer in good working order is not a noise violation regardless of dBA. The exemption is conditional: gear that is modified, unmuffled or malfunctioning loses the exemption and can be cited under the general excessive-noise limits. Cities may set stricter leaf-blower rules.
