Leander has no leaf-blower-specific ordinance. Yard and lawn equipment is governed by the general noise rules in Article 8.04: equipment must stay under the zone's decibel cap (65 dBA day in residential areas) and must not cause a noise disturbance, and lawn-care work in the construction/maintenance category is restricted between 9:00 p.m. and 7:00 a.m.
Leander's Code of Ordinances does not contain a standalone leaf-blower or gas-powered lawn-equipment ban. Instead, leaf blowers fall under the general noise framework in Chapter 8, Article 8.04. Two parts of the ordinance are most relevant. First, the Maximum Sound Levels chart in Section 8.04.002 caps noise at the property line by zone: 65 dBA during the day (7 a.m. to 10 p.m.) and 55 dBA at night in residential districts, or 10 dBA above background during the day and 5 dBA above background at night, whichever is lower. A typical leaf blower can approach or exceed these levels close to a property line, so prolonged use near a boundary could trigger a disturbance complaint. Second, Section 8.04.002(g) treats operating equipment used in maintenance or 'lawns, golf courses or appurtenances thereto' as a prima facie noise disturbance between 9:00 p.m. and 7:00 a.m. The ordinance also addresses 'mechanical device[s] operated by compressed air' and requires noise to be muffled to remain compliant. In practice, routine daytime leaf-blower use in Leander is permitted, but early-morning, late-night, or excessively loud operation can be cited under the general standards.
Using a leaf blower or similar lawn equipment between 9 p.m. and 7 a.m., or in a way that exceeds the zone's decibel cap or creates a noise disturbance at the property line, can be cited under Article 8.04. There is no separate leaf-blower fine; the general penalty (Section 1.01.009) applies.
